Liquor retail license approved for 6 months only due to COVID-19! Here's the actual application process

I applied to the Nagoya Naka Tax Office on April 10th, the first day applications were accepted. There were some complicated points, but I managed to complete the application.

I would like to share my experience in the hope that it will be helpful to all the restaurant owners reading this.

There are some important pages.

First, here is a new guide created by the National Tax Agency for restaurants regarding how to respond to the new coronavirus infection.

Liquor retail license for restaurants, etc.

According to this,

  • Application for a time-limited liquor sales license
  • Sales License Application Form, Pages 1 and 2
  • For individuals, a copy of the residence certificate; for corporations, a certificate of registered matters

It seems that you should be able to apply with the above.

However, other documents are normally required to obtain a temporary liquor retail license. This time, in order to expedite the process, the documents other than those listed above can be submitted by mail at a later date.

Other necessary documents are:

  • Sales License Application Form, Next Page 3
  • Sales License Application Form, Next Page 6
  • A copy of the rental agreement with the landlord
  • Local tax payment certificate (both municipal tax and prefectural tax: Since additional items need to be added, it is better to tell the staff at the counter that you will use it for a liquor retail license)
  • License application checklist
  • Copy of restaurant business permit from the health center

When I applied, it said that the next leaf 3 was required, but it has now been omitted, so you may not need it. If you need the next leaf 3, here is the PDF.

The problem is how to write the next pages 1 and 2. You may be a little confused about how much to write.

In my case, I wrote it like this, referring to examples I found online.

Please submit this today, and the remaining documents, ``Tax Payment Certificate'' and ``Copy of Business License'', will be mailed to you at a later date.

Since Bokumo's store is located in Naka-ku, Nagoya, we went to the Nagoya Naka Tax Office in Sannomaru and completed the form with the guidance of a liquor inspector on the second floor.

I left the parts I didn't understand blank and wrote them down while asking the instructor. He was very kind and helpful.

However, they are currently overwhelmed with phone calls, and it is expected that the number of consultations regarding applications will increase in the future. I recommend that you make an appointment to meet with a liquor inspector by phone in advance (I did).

The question is, when will I get my license?

Neither the instructor nor the person in charge said they didn't know. I think it's better to find out sooner.

However, I imagine it will be very difficult for the National Tax Agency as they have to handle a huge number of applications.

Anyway, that's my experience so far.
